Description Lt. W.L. Horton presents a war bond pennant to members of the Coast Guard. The attached Outlook article states "In recognition of 100 percent cooperation in War Bond subscriptions during the year by Coast Guard personnel stationed at Santa Monica Harbor, a pennant was presented Saturday to Chief Roland Ball, assistant captain of the Port of Santa Monica. The award was made to the combined personnel of the Coast Guard, including the men and women volunteer members of the port security force of temporary reserves, who gives 12 hours a week to duty at the Coast Guard station. The pennant was presented by Lt. W.L. Horton, commander of the Second Battalion, captain of the port, representing Capt. G.B. Gelly, captain of the Port of Los Angeles."

Note: "Vierheller" is written as a museum note. Maybe it refers to the photographer's surname.
